THREE DAYS TRAINING FOR GOA POLICE AND INDIAN COAST GUARDS ON NEWLY INDUCTED CRIMINAL LAWS

Experts of RRU, Shivamogga Campus with the SP (Training), Goa Police and Participants

Rashtriya Raksha University, Shivamogga Campus, Karnataka has conducted a three-day training program on the ‘Transformative Reforms: an overview of newly inducted Criminal Laws’ for the officials of the Goa Police and the Indian Coast Guard from May 13-16, 2024, at the GRP Camp, Athino, Panaji – Goa. For strengthening the law-and-order mechanism and expediting the judicial process, the transformative justice based criminal laws were introduced by the government encompassing all aspects of criminal justice system. As a domain awareness mechanism, the RRU, Shivamogga in collaboration with the Goa police organized a comprehensive induction module designed and developed by the faculty of the RRU, Shivamogga. The program received encouraging response by the Goa Police with the participation of 137 officials (Probationary and on field officers).

The three days training program at the GRP Camp, Altino began with an inaugural ceremony on 13th May, 2024 and the ceremony was graced by the Inspector General of Police, Goa Omvir Singh Bishnoi, IPS. During his inaugural address, Bishnoi, IGP – Goa, extended his regards to the RRU, Shivamogga Campus and Director Dr. Ramanand Garge for timely organizing the training as the new criminal laws will be implement from July 1st 2024.
During the module, a brief overview of these three laws was provided by Dr, Kaveri Tandon, AP RRU, campus. While providing the further insights about the procedural aspects and the investigation with the introduction of electronic records Ms. Harshita Mishra, Assistant Professor, RRU, Shivamogga Campus provided comparative analysis of the new criminal laws with the present criminal justice system (E-FIR, Zero- FIR).

As a prominent costal state, the Goa police have coastal policing as one of its prominent divisions. The RRU, Shivamogga Campus exclusively provided the significance of the newly inducted laws in light with various procedural and judicial aspects pertaining to coastal policing. Adv. Ranjeet Vishnupant Sangle, Counsel, Supreme Court of India and Special Public Prosecutor, Department of Home, Government of Maharashtra provided a comprehensive insight in an engaging session where the police official had qualitative interaction developing greater understanding about the new laws and precautionary measure taken during search and seizure for bringing the Case to a logical conclusion.

One of the important aspects of any law is its interpretation in judicial perspective, and for a greater understanding about it, a detailed session was conducted by Hon’ble Justice (Rtd.) Ambadas Joshi, Lokayukt, Goa. In this session, Lokayukt shared various dimensions of criminal justice system and its applicability experienced by him during his legal career as an eminent lawyer, as well as served as a High Court judge of the esteemed Bombay High Court.

The training was concluded with a valedictory ceremony that was graced by the distinguished guest of the Hon’ble Justice (Rtd.) Ambadas Joshi, Lokayukt, Government of Goa, Adv. Ranjeet Vishnupant Sangle, Advocate Supreme Court, Dr. Ramanand N. Garge, Director, RRU, Shovamogga and Smt. Sucheta Dessai, Superintendent of Police (Training), Goa Police. During the ceremony RRU, Shivamogga Campus conferred the certificates of successful completion of the training to 137 officials of the Goa Police and the Indian Coast guard. The officers participated in the training program gave their feedback appreciating the greater utility of the training while discharging their duties in an effective manner.

The DGP, Jaspal Singh, IPS conveyed his best wishes and highlighted importance of proactive training in day-to-day policing. The training was coordinated by Ms. Harshita Mishra, Assistant Professor, RRU, Shivamogga as customized in accordance with the operation of the Goa police.
